Pulsing headlights and dash lights

I have a 2021  Can am defender HD10 limited. The lights are all pulsing at idle and full speed. I did a load test on the battery that checked out. voltage regulator? The lights are all pulsing at idle and full speed. I did a load test on the battery that checked out. Voltage regulator?  The voltage is between 12.8 and 13.2 But does not seem to be following the pattern of the pulsing lights.  I was told the stater is either good or bad and should not be considered bad when it is charging.  The battery stays charged. 

Thoughts?

I would go through and check/clean all the grounds.

I did check grounds, all seems fine. Tested the stator tonight. Not grounded, 20V AC across all 3 poles
